NPPD Economic Development Manager To Speak At OMPA’s Annual Electors’ Meeting

Dennis G. Hall, CEcD, is the Economic Development Manager for Nebraska Public Power District (NPPD),  will be the guest speaker at the Oklahoma Municipal Power Authority’s (OMPA) 2010 Annual Electors’ Meeting on Thursday, September 9th at 1:15 pm at the Roland H. Dawson OMPA Headquarters Building, 2701 West I-35 Frontage Road, in Edmond.  NPPD is Nebraska’s largest electric utility.  OMPA will be celebrating its 25 years of providing wholesale power and services to its 37 member cities in Oklahoma.

Hall will discuss NPPD’s Economic Development Team’s efforts to stimulate economic growth in Nebraska by assisting with the expansion and retention of existing industry, and/or attracting new business.  He leads NPPD’s Economic Development Team in assisting communities and rural areas in preparing for economic development opportunities across NPPD’s chartered territory which includes 91 of Nebraska’s 93 counties.

Hall is a graduate of South Dakota State University, the Economic Development Institute at the University of Oklahoma and the U.S. Chamber of Commerce’s Institute for Organization Management at the University of Colorado.  He is a past president of the Nebraska Economic Developers Association, past chairman of the Economic Development Committee of the American Public Power Association and past chairman of the Heartland Economic Development Course at Blue Springs, Missouri. The Heartland Course is sponsored by state economic development associations in Nebraska, Kansas, Missouri, Iowa, and Oklahoma. The National Rural Economic Developers Association presented him with their 2010 Rural Economic Development Award for his work with rural economic development.

He has been designated a Certified Economic Developer (CEcD) by the International Economic Development Council and a Certified Key Account Executive (CKAE) by the National Rural Electric Cooperative Association.

Those attending the meeting also will hear reports from OMPA Board Chair Charles Lamb and OMPA General Manager Cindy L. Holman on the accomplishments of the past year and the future direction of the agency. The focus of the annual meeting will be the election of the board of directors’ members.  The board consists of an 11-member board elected by representatives (electors) of the participating cities.  These members serve staggered three-year terms with one third coming up for election each year.

On July 8th,, the Ad Hoc Nominations Committee consisting of OMPA Board Chair Charles Lamb (ex-officio), Committee Chair Homer Nicholson, OMPA Board Member, and OMPA Board Secretary Robert Johnston met and nominated the following OMPA Board members: Mike Nettles, Clyde Shaw and Chuck Hall for additional three-year terms on the board.  There were no other nominations and committee members voted in the affirmative for these three members, who are all willing to serve another term.

Nettles, Altus City Administrator, was appointed Interim Director on the board during the February 14, 2002 monthly board meeting and confirmed by the electors during the 2002 Annual Electors’ Meeting.  He was hired on January 22, 2002 as Altus’ new city administrator.

Shaw, former Duncan City Manager, was appointed an Interim Director on the board on July 8, 2004 and confirmed by the electors during the 2004 Annual Electors’ Meeting.  Before being hired as the city manager, Shaw served as the City Clerk/Executive Director for Duncan since February 1979. He retired in May 2010 after more than 31 years as an employee of the City of Duncan, but is still the elector representing Duncan.

Hall, Mayor of Perry, was appointed to fill a vacancy on the board and confirmed by the electors during the 2007 Annual Elector’s Meeting.  He has served as Perry’s Mayor since April 2007.  He also serves as chairman of the board for the family-owned Exchange Bank & Trust Company of Perry.

In addition, Janice Cain, Marlow City Administrator, was nominated by the committee to serve the remainder of the term expiring in 2011 for the seat formerly held by E.J. “Gene” Hahn.  There were no other nominations and all committee members voted in the affirmative for Cain to fill Hahn’s remaining term. She was unanimously appointed by the board to fill the vacancy during the board’s monthly business meeting on March 11, 2010.

Cain has served as Marlow’s City Administrator since 1998.  In addition, she serves as a member and past president of the MESO Board of Directors and as a past board member and president of the City Management Association of Oklahoma.  She also serves as a board member of the Oklahoma Municipal Assurance Group (OMAG) and is a past board chair.  She is a member of the International City/County Management Association and the American Public Power Association (APPA).  In 2008, Cain received APPA’s Larry Hobart Seven Hats Award during the organization’s national conference in New Orleans.  The Seven Hats Award recognizes managers who perform a variety of duties in communities serving 2,500 or fewer meters.

OMPA is a state governmental agency created by the legislature to serve cities and towns that own and operate their electrical distribution systems and is governed by the members.  The Authority presently serves 37 municipally-owned electric systems in Oklahoma.
